I don't know what they said, but the SCAR technically didn't make it into the release of 0.4.6. The quote for this image is that they are going to "inject" it into the mod.

I believe they said they wanted to start releasing smaller updates in more commonly, rather than big updates rarely, so this is likely an example of that.

Why add these? SMA already has them and they're clearly better quality.

I think that actually refers to injecting it in the engine, basically the model is done and now they're gonna import it in arma, write the configs, etc
